In recent years, the Shandong Bureau of the State Administration of Mining Safety has conscientiously implemented the "Opinions" of the two offices and the "Guiding Opinions on Deepening the Construction of Mining Intelligence and Promoting the Development of Mining Safety" issued by seven departments including the State Administration of Mining Safety, and comprehensively promoted the intelligent construction of non coal mines with a high starting point and high standards. The main approach is as follows.
1、 Strengthen top-level design and find the "compass" for intelligent construction of non coal mines
(1) Strengthen the concept of safe development. The Shandong Bureau has always adhered to the fundamental principle of General Secretary Xi Jinping's important discourse and upheld the unbreakable red line of "development must not be at the expense of security". After the "1.10" major explosion accident at Hushan Gold Mine and the "2.17" major fire accident at Caojiawa in 2021, in response to the objective reality of non coal mines in Shandong, the Shandong Bureau has focused on fundamentally solving the deep-seated contradiction between development and safety, adhered to multiple measures, and guided local governments, regulatory departments, and non coal mining enterprises to form the understanding that "to win the battle for the survival and defense of Shandong mines, an important measure is to carry out intelligent construction", reversing the inertia thinking of mining enterprises that "intelligent technology is not mature, investment is large, talent reserves are insufficient, and ore body occurrence conditions are not allowed". Through intelligent construction, miners have been liberated from dangerous working environments, achieving a mutually beneficial interaction between high-quality development and high-level safety in mines. Everyone unanimously recognized that carrying out intelligent construction is the proper meaning of promoting Chinese path to modernization, the inevitable requirement of developing new quality productivity, the realistic path of overall development and safety, and the urgent need to solve the problem of difficult recruitment and employment in mines.
(2) Clearly define the construction objectives. Shandong Bureau adheres to the combination of problem oriented and goal oriented approaches, and follows the principle of "highlighting key areas, advancing step by step, ensuring safety and reliability, and ensuring effectiveness". In conjunction with the Provincial Emergency Department and other departments, the bureau focuses on non coal underground mines, issues implementation plans, and promotes an annual improvement to advance construction in an orderly manner. It is explicitly stated that by the end of December 2024, all underground mines with a mining depth exceeding 800 meters or a production scale exceeding 300000 tons per year will achieve mechanized mining operations; Fully automate the ventilation and drainage systems in production mines; Design an AI video intelligent analysis system for normal production open-pit mines with a slope height of 100 meters or more; By the end of December 2025, the automation rate of the main lifting system in underground mines will reach 100%; Realize precise personnel positioning, full video coverage of main work locations, and AI video intelligent analysis. By the end of December 2026, large-scale mines will achieve mechanized continuous operation, with all ventilation, drainage, main lifting, and main power supply systems automated. Cultivate a group of intelligent technology application enterprises such as intelligent drilling and blasting, unmanned open-pit mining vehicles, etc.
(3) Consolidate the responsibilities of all parties involved. Shandong Bureau adheres to the coordinated development and safety, and implements intelligent construction as a non coal mine life protection project. It has established a leading group for mine intelligent construction with the main person in charge of the bureau as the group leader, established a work team, clarified the division of responsibilities of relevant departments, and established a communication and coordination mechanism with multiple departments such as the Provincial Emergency Department. Urge emergency management departments and mining enterprises in various cities to establish corresponding institutions, take intelligent construction as the "top leader" project at all levels, coordinate and target, and build a top-down responsibility system. Regularly organize special supervision and research, conduct on-site inspections of the implementation of planning in non coal mining enterprises, help enterprises clarify their thinking, eliminate doubts, and solve difficulties, fully stimulate the endogenous motivation of enterprises to take initiative and actively act.
2、 Strengthening demonstration and driving, opening a new chapter in the intelligent construction of non coal mines
(1) Typical tree cultivation. In order to avoid detours and redundant construction, Shandong Bureau adheres to precise policy implementation, selects typical cases, and promotes demonstration. It collaborates with the Provincial Emergency Department to focus on training 32 mines, actively helps apply for central budget safety renovation funds and medium - and long-term loans totaling 240 million yuan to support intelligent construction, and has built a number of benchmark mines. Shandong Gold Group has focused on the construction of the "Four Modernizations" and built several benchmark mines such as Jiaojia Gold Mine and Sanshan Island Gold Mine. It has also completed the first kilometer level deep intelligent mining project in China and won the second prize of National Science and Technology Progress Award.
(2) Point by point to surface. Shandong Bureau insists on promoting the intelligent construction of non coal mines from simple to complex, from coal mines to non coal mines, and from state-owned to local areas, playing a demonstrative and leading role. Learn from benchmark coal mines. We will carry out the project in batches and stages, organizing visits and in-depth exchanges from Zhaoyuan Gold Mine to Lilou Coal Mine, non coal mining enterprises in Yantai City to Liangjia Coal Mine, and non coal mines in the province to Baodian Coal Mine. We will learn advanced practices and management experience in coal mine intelligent construction, and apply them to our own intelligent construction work in combination with practical applications. Learn from benchmark non coal mines. The Emergency Department of Huitong Province has successively organized on-site observation meetings on the promotion of intelligent construction of non coal mines in typical benchmark mines such as Huibaoling Iron Mine and Zhaojin Mining Industry Dayingezhuang Gold Mine, learning from the practice of using coal mining concepts to build intelligent construction in Huibaoling Iron Mine, and learning from the practice of building a big data decision-making platform, deepening the value of data, and extending intelligent construction in Dayingezhuang Gold Mine, effectively playing a role in radiating to the surrounding areas and driving the whole province. Learn from benchmark regions. Zhaoyuan City, Laizhou City, and Dongping County have accumulated a lot of good experience and practices in intelligent construction. Several leaders from the National Mine Safety Supervision Bureau have conducted research in Dongping, Zhaoyuan, and Laizhou, and have given high praise. The Shandong Bureau has resolutely implemented the requirements of the national bureau leaders, organized more than 300 targeted research and learning from local regulatory departments and mining enterprises in Lanling County, Laiwu District, Zibo High tech Zone, etc., and achieved the expansion from demonstration enterprises and advanced areas to the whole province.
(3) Comprehensively promote. Shandong Bureau deeply recognizes that reducing the number of workers is the fundamental strategy to curb accidents and achieve safe production. Taking the promotion of intelligent construction as an opportunity, Shandong Bureau comprehensively promotes the progress of non coal mine safety technology, and promotes the transformation from "person to person" to "unmanned and few people". At present, most of the fixed locations in the province, such as main lifting, main transportation, power supply, and drainage, have achieved unmanned or centralized control. The underground auxiliary transportation has been networked and unmanned. The remote control of gravel at the Sanshan Island Gold Mine of Shandong Gold Group adopts a ground 1 person control 5 machine operation mode, reducing on-site operations from 60 people to 12 people, a reduction of 80%. 230 non coal mines in the province have achieved unmanned operation of 687 fixed positions, reducing 3553 underground personnel. All 82 underground mine ventilation, compressed air, drainage, and power stations have achieved unmanned intelligent operation, and mining mechanization and transportation unmanned operations have reached 50%. There are also 189 robots applied in 11 mines, and 34 tailings ponds with "overhead ponds" have achieved 100% online monitoring, all of which are connected to the national bureau.
3、 Strengthen the supervision of enterprises and government, and bravely act as a "promoter" for the intelligent construction of non coal mines
(1) Strictly supervise and improve quality and efficiency. The Shandong Bureau has included intelligent construction as an important part of supervision, and will conduct inspections and strict inspections every time, tighten the main responsibility of enterprises, and supervise the implementation of task measures. 35 non coal mines with slow progress in intelligent construction are urged to set short-term goals and long-term plans; For those who do not have the conditions for intelligent upgrading and transformation, promote the implementation of mining mechanization, unmanned remote control of fixed sites and facilities. Urge 20 underground non coal mining enterprises in Yantai to sign a commitment letter for intelligent construction, publicly committing to the construction progress, investment amount, and reduction targets. When conducting supervision and inspection of local governments, efforts were made to include the construction of intelligent benchmark mines and on-site meetings as bonus points in the annual assessment of local governments. This effectively solved the problem of some regulatory departments waiting to observe and lacking endogenous motivation, and effectively played the role of the "national team" for mine safety supervision.
(2) Strengthen suggestions to promote improvement. Fully utilize the function of "supervising politics" and make good use of methods such as suggestion letters. In the past two years, a total of 112 suggestion letters have been sent to the municipal and county people's governments and group companies, pointing out the problems in the intelligent construction of non coal mines in the local area, helping local governments to assess the situation, identify gaps, analyze root causes, and strengthen measures. Efforts should be made to give full play to the role of local party and government leaders in promoting intelligent construction, and to meet and discuss with local party and government leaders at a high level. Promote the implementation of the "one mine, one plan" policy in Laiwu District, Jinan City. The Lanling County Government held a special meeting to focus on supporting the establishment of a three-dimensional geological model for the Baoling Iron Mine. Yantai City has established a three-level linkage mechanism between the city, county, and enterprise levels, with regular promotion at the city level, tracking and supervision at the county level, and specific implementation by enterprises, working together to promote intelligent construction. A proposal was issued to higher-level mining enterprises such as Shandong Gold Group, Shandong Zhaojin Group, Shandong Zhongkuang Group, and Shandong Zhongjia Mining Group, proposing that "the group company should establish a safety production construction plan that is in line with the guidance on intelligent mining construction issued by national ministries and commissions, strengthen the promotion and application of remote control equipment" and "continue to promote mechanization, automation, and intelligent construction" as important contents to consolidate the safety infrastructure of mines and promote intelligent construction.
(3) Serious talks and implementation. Persist in conducting interviews in case of accidents and meeting standards when resuming production. Every time an accident occurs in a non coal mine, the Shandong Bureau immediately holds talks with the government's responsible person, regulatory department, and the main person in charge of the accident mining enterprise. They require that if the intelligent construction of the accident mine does not meet the standards, production cannot be resumed. They also demand that local governments and regulatory departments make the implementation of mechanized rock drilling and mechanized rough lifting operations in the mining room and mining site a necessary condition for resumption of production and acceptance. In the first half of this year, regulatory authorities and non coal mining enterprises in areas with slow progress in intelligent construction were interviewed in batches to ensure that all non coal mines in the province achieve their annual intelligent construction goals.
