Typical Experience Materials for Intelligent Construction of Non Coal Mines in Anhui Province

In recent years, Anhui Province has taken intelligent construction as the fundamental strategy for non coal mine safety production, closely focusing on the goals of "reducing personnel, improving efficiency, and increasing safety", and conducting in-depth practical exploration. The main approach is as follows.

1、 Policy guidance, clear direction, assistance guidance, and strong support

Actively organize and carry out research on the digital and intelligent transformation path of non coal mines, and demonstrate it from three aspects: policy, funding, and technology. Through policy guidance, credit support, technological innovation, and other methods, formulate and issue provincial-level policy documents and safeguard measures. At present, a total of 366 million yuan has been invested in construction, and 5 innovative projects have been successfully included in the national typical application and promotion catalog.

 

 

One is to improve the mechanism and system. Seriously implement the requirements of the Guiding Opinions on Deepening the Construction of Mining Intelligence and Promoting the Safety Development of Mines, and based on the characteristics and needs of different regions and types of non coal mines, coordinate and actively formulate differentiated construction plans. Strengthen the institutional guarantee for the intelligent construction of non coal mines, establish a good pattern of departmental coordination and integration to promote the safe development of mines, promote the release of local regulations on the management of non coal mines in Anhui Province, clarify that the Provincial Department of Industry and Information Technology is the industry management department, and the provincial government has issued several measures to strengthen the management of the entire life cycle of mines, clarifying the responsibilities of 17 provincial units.

 

 

The second is to increase policy support. Adopting the policy incentives of "one priority, one tilt, and two drives". One priority "means that new mines built according to intelligent construction will be given priority approval; One tilt "refers to fully leveraging the guiding role of fiscal funds and striving to tilt various funds within the central budget towards intelligent mining projects; The "two drives" refer to driving the development of intelligent construction with supporting funds from provinces, cities, counties, and mining enterprises. Since 2022, a total of 142 intelligent construction projects have been implemented within the central budget, striving for 75 million yuan of central budget funds, driving 45 million yuan of supporting funds from provincial, municipal, and county finances, and encouraging mining enterprises to invest 246 million yuan, providing strong financial support for intelligent construction.

Thirdly, actively provide assistance and guidance. In response to the problem of insufficient key core technologies in intelligent construction, timely guidance was provided to relevant groups and enterprises to establish independent research and development teams for intelligent technology, overcome unmanned driving algorithms, achieve fully autonomous reverse parking, unloaded uphill, overloaded downhill, precise parking, automatic unloading, trajectory planning, and autonomous obstacle avoidance for mining cars, and build the first unmanned driving transportation project for limestone open-pit mines in China. Three innovative projects were successfully selected for the first batch of national promotion catalogs for new applicable safety technologies and equipment for metal and non-metal mines.

 

 

2、 Adapt measures to local conditions, carry out pilot projects, summarize experience, and promote demonstrations

Clarify the step-by-step construction approach from concept to practice, from practice to demonstration, and from demonstration to benchmark, and select 8 non coal mines with good storage conditions and high foundation level in the province to carry out intelligent construction pilot work, successfully creating demonstration enterprises. Proactively connecting, assisting enterprises in overcoming difficulties, selecting exemplary models, promoting and advertising, leading and driving 86 other non coal mines to actively invest in intelligent construction.

One is to carry out pilot construction. Organized and conducted expert consultations and guidance services for 26 mines, solved 53 problems, and provided 82 suggestions to help enterprises continuously improve their mining intelligent construction plans. By strengthening guidance, timely scheduling, and coordination to solve problems in intelligent construction, the smooth implementation of pilot mining intelligent construction was further ensured.

 

 

The second is to promote demonstration experience. Since the pilot work was launched, a number of intelligent non coal mining enterprises with advanced technology, scientific management, and reliable operation have emerged. To fully leverage the advanced demonstration and driving role, the Provincial Emergency Department has selected 10 replicable typical cases of intelligent construction throughout the province and promoted them comprehensively to various regions and non coal mining enterprises. In July 2023, in conjunction with the Anhui Bureau of the State Administration of Mining Safety, an on-site meeting on intelligent construction will be organized in Huoqiu County, Lu'an City, with a focus on promoting the experience and practices of building intelligent mining enterprises.

The third is to consolidate consensus on development. The proportion of small and medium-sized non coal mines in Anhui Province is as high as 71%, with poor basic conditions, diverse ore body characteristics, and different mining conditions. The initiative of enterprise intelligent construction is not strong. The successful implementation of intelligent construction in pilot mines, on-site display of application effects, and extensive promotion of construction results have played a good demonstration and driving role, changing the perception of other mining enterprises. The number of non coal mines carrying out intelligent construction in the province has significantly increased. 86 mines, including state-owned mines in Hefei and Lu'an, private mines in Tongling and Chizhou, and small and medium-sized mines in Xuancheng and Wuhu, have actively planned and carried out intelligent construction work. The subjective willingness of the province's non coal mines to carry out intelligent construction has significantly increased.

3、 Systematically plan and advance together, implement classified policies to promote development

In practice, it has been recognized that intelligent construction cannot be rushed or carried out in an image engineering manner, but must also avoid constraints that may affect the enthusiasm and creativity of enterprises. It is necessary to adhere to problem oriented and goal oriented approaches, and achieve practical and orderly progress. The Provincial Emergency Department firmly grasps the prominent problems and key links in the underground production process of mines, distinguishes between large, medium and small non coal mines, clarifies the direction of intelligent construction, and tailors intelligent construction plans according to the "one mine, one policy". At present, more than 300 sets of intelligent equipment have been invested, with a total reduction of 1200 personnel. While achieving quality and efficiency improvement, the intrinsic safety level of mines has been further improved. In 2023, the number of production safety accidents and deaths in non coal mines in the province will decrease by 60% and 62.5% respectively, both falling to single digits for the first time.

One is to focus on prominent issues. For a long time, non coal mines in Anhui Province have faced challenges such as low technological level, low production efficiency, low safety level, and high number of accidents. To effectively reverse the passive situation, the Provincial Emergency Department conducted a statistical analysis of production safety accidents in the past eight years and found that roof management, falling from heights, and vehicle injury accidents accounted for as high as 70%. To this end, the "Guiding Opinions on the Management of Metal and Non Metal Underground Mine Roofs" and the "Notice on Preventing Production Safety Accidents Caused by Non Coal Mine Vehicles and High Altitude Falling" have been issued, proposing targeted preventive measures; At the same time, it is required to vigorously promote intelligent construction, liberate personnel from dangerous environments, and fundamentally solve problems.

The second is to focus on key aspects. Promote intelligent construction around key links such as improving transportation, drainage systems, and managing high and steep slopes. For example, promoting the construction of an integrated platform for intelligent production and control of "ore flow" has achieved unmanned or less manned production throughout the entire process. As of now, all 13 underground mines with complex hydrogeological types in the province have completed the automation transformation of their drainage systems, and all 13 production open-pit mines with current slope heights exceeding 150m have completed the construction of slope monitoring systems.

The third is to adhere to classified policies. Intelligent construction cannot be achieved overnight, nor can it be achieved in one go. To this end, a typical path plan for the digital and intelligent transformation of non coal mines in Anhui Province has been formulated and issued, tailored to local conditions, different mining methods, and different sizes and types of mines. Actively guide large mines to devote themselves to overall intelligent applications and promote the development of multi scenario application technologies. For example, in open-pit mines, unmanned mining vehicles and intelligent mine scheduling systems have been built to achieve unmanned operations throughout the entire process from transportation, unloading to obstacle parking; For example, in underground mines, intelligent shovel loading and unmanned driving production operation intelligent control systems have been built to achieve intelligent control and cluster operation of the entire production process. Actively guide medium-sized mines to focus on local intelligent applications, with a focus on single system automation, unmanned remote control of fixed locations and facilities. Actively guide small-scale mines to focus on mechanization as a replacement, and promote the implementation of single item digital and intelligent applications for those that meet the conditions.
