On September 20th, according to the latest news, in order to implement the decisions and deployments of the Party Central Committee and the State Council, strengthen guidance on promoting equipment renewal and technological transformation in the industrial field, and based on the "Action Plan for Large scale Equipment Renewal and Consumer Goods Trade in" and the "Implementation Plan for Promoting Equipment Renewal in the Industrial Field", the Ministry of Industry and Information Technology has organized the compilation of the "Guidelines for Equipment Renewal and Technological Transformation in Key Industrial Industries".
Among them, specific update targets are given for the industrial software field and industrial network equipment in key areas. In the field of industrial software, the target requirement for equipment updates is to complete the task of upgrading approximately 2 million sets of industrial software and 800000 sets of industrial operating systems by 2027.
The goal of upgrading industrial network equipment is to strive that by 2027, 80% of manufacturing enterprises above designated size will basically achieve network transformation, with more than 1 million edge gateways, edge controllers and other products deployed, and more than 20000 "5G+Industrial Internet" projects.
In the field of industrial software, the goal of equipment updates is to focus on improving the resilience and security level of the industrial chain and supply chain, and to promote the upgrading of basic software, industrial software, and industrial operating systems around industries such as petroleum, chemical, aviation, shipbuilding, steel, automotive, pharmaceutical, and rail transit that are related to economic lifelines and national economy and people's livelihood. In terms of basic software, the focus is on updating products such as operating systems, databases, middleware, etc. for industrial applications. In terms of industrial software, we will focus on updating software related to research and development, production, management, and operation maintenance, such as computer-aided design (CAD), computer-aided engineering (CAE), computer-aided manufacturing (CAM), manufacturing execution system (MES), and enterprise resource planning (ERP). In terms of industrial operating systems, the focus is on updating products such as programmable logic controllers (PLCs), distributed control systems (DCS), data acquisition and monitoring control systems (SCADA), safety instrumented systems (SIS), and embedded software. Promote the integration and upgrading of basic software and hardware such as desktop computers, portable computers, all-in-one computers, general-purpose servers, desktop operating systems, server operating systems, distributed databases, centralized databases, middleware, and office software in industries such as aviation, shipbuilding, petroleum, chemical, steel, medicine, energy, and electronics, focusing on comprehensive office and business management scenarios, comprehensively updating information systems, and strengthening support for various upper level application systems. Encourage industrial enterprises to strengthen the coupling and adaptation of software and hardware around industrial field applications, with a focus on promoting the upgrading of basic software and hardware such as upper computers, workstations, industrial control computers, and real-time databases. Promote key industries such as automobiles, equipment, rail transit, and electricity to comprehensively update their intelligent operating systems, embedded operating systems, temporal databases, message middleware, and other products, and create demonstration benchmarks.
2. Industrial software. Promote the comprehensive upgrading of key industries such as aviation, shipbuilding, petrochemicals, steel, automobiles, equipment, rail transit, electronics, and key areas such as molds for enterprises. Guide leading enterprises in key industries to provide typical application scenarios and testing environments for large-scale programmable logic controllers (PLCs), gradually expanding their application scope.
